As large and populous as the township is, it makes sense to incorporate and maintain its identity rather than be carved up by the surrounding communities. Of course the residents would be subject to typical city infrastructure costs after incorporation but the area's identity seems to be that the funds to do that would be available. I can imagine plenty of objection, though, with the subject of cost involved in incorporating.
